It was some seven months after the attempted Fenian Rising in the city and the Irish Republican Brotherhood, with over 4,000 members in Dublin, were still plotting insurrection. In Dublin on October 31, 1867, two constables of the Dublin Metropolitan Police were patrolling the foggy, unlit streets around Temple Bar.
